[CyberTOPS] Contest Problem

At the chapters I belonged to, we had two sets of rules for our contests.
One set of rules was for the TOPS.  The other set of rules was for the KOPS.

KOPS and they are all well below their goal and seem to win every contest.
What do you do in your organization? Do you not include KOPS in your
contests?

when it comes to winning a contest?
Are there any contests you have that we could use?
